Welcome to the Federal Investigation Bureau Academy. This guide will help you navigate through your training and prepare you for a successful career in the FIB. Remember, your journey here is the foundation of your future service.

Take your time to thoroughly understand each module. Quality learning is more important than speed.

10 Codes & Radio Protocol

Clear communication is vital for effective law enforcement. Master these codes and always maintain radio discipline.

Vehicle Pursuit Guidelines

• Maximum 4 cars allowed in pursuit
• First car uses sirens and becomes scene command
• Primary unit's passenger handles communications
• Secondary unit can handle comms if needed
• Third unit may parallel at discretion
• Fourth unit MUST parallel

ALLEY PROTOCOL: Secondary and Tertiary units must NEVER follow into alleys. They must parallel. Only Primary pursues in alleys.

Always acknowledge received transmissions with "10-4" and your callsign.

Keep radio transmissions brief and clear. In emergencies, state "10-13A/B" or "10-99" first.

Use of Force Continuum

The Use of Force Continuum is a critical framework that guides officers in applying appropriate levels of force based on the situation. Always use the minimum force necessary to safely control a situation.

LEVEL ONE - Officer Presence No Force Required

Just presence in area. The mere presence of a law enforcement officer in uniform can deter criminal activity and establish control.

LEVEL TWO - Verbalization No Force Required

Utilization of verbal commands. Clear, professional communication and lawful orders to gain compliance without physical force.

LEVEL THREE - Empty Hand Control Low-Level Force

Involves body force including punches, kicks, tackles, and grabbing techniques. Used when verbal commands fail and physical control is necessary.

LEVEL FOUR - Less Lethal Intermediate Force

Baton, flashlight, tasers, and other less-lethal tools. Designed to incapacitate temporarily without causing permanent injury or death.

LEVEL FIVE - Lethal Force Deadly Force

Lethal weapons such as firearms. Only authorized when there is an imminent threat of death or serious bodily injury to yourself or others.

De-escalation should always be attempted when safe and feasible. Use only the force necessary to safely resolve the situation.

Legal Standards & Definitions

Understanding these legal concepts is fundamental to proper law enforcement and ensuring your actions are constitutional and admissible in court.

Reasonable Suspicion

Reasonable Suspicion is the legal standard where a law enforcement officer has specific, articulable facts that suggest a person may be involved in criminal activity.

Required For: Terry Stops, Brief Detainment, Pat-Down Searches (if officer believes subject is armed and dangerous)

Probable Cause

Probable Cause is the reasonable belief, based on facts and circumstances, that a crime has been, is being, or will be committed.

Required For: Arrests, Search Warrants, Warrantless Searches (under exceptions), Seizure of Evidence

Detain

A detention is a brief holding for investigation based on Reasonable Suspicion.

Duration MUST NOT be longer than reasonably required. Person is not free to leave.

Arrest

An arrest requires Probable Cause. Subject is taken into custody for charges.

Miranda warnings required before custodial interrogation. Search incident to arrest is permitted.

Miranda Rights

Constitutional warnings required before custodial interrogation:

Right to remain silent
Anything said can be used in court
Right to an attorney
One will be appointed if cannot afford

Plain View Doctrine

Officers can seize evidence without warrant when clearly visible during lawful observation.

Officer must be lawfully present, evidence in plain view, incriminating nature immediately apparent.

NATO Phonetic Alphabet

The phonetic alphabet ensures clear communication over radio, especially when spelling names, license plates, or other critical information.

Practice spelling your name, common street names, and license plate combinations using the phonetic alphabet until it becomes second nature.

Understanding these landmark cases is crucial for proper law enforcement. Each case establishes important precedents that guide our daily operations.
